Symptom:
HW:ASR9k
SW:Version 4.3.2
Customer CPN 4.1 in HA environment, once the VNE is started the ASR9K faces high CPU,the processes eating up the most are:

1)devc-vty
2)xml-agent-tty

These two processes increase the cpu considerably (almost 40%).

Conditions:
The CPU spike occurred in customer environment due to a combination of these factors:

-          Device cannot properly reply to request and results in an error.
-          Automated tool repeats the same query over and over since there is no proper reply.
