Description (partial)

Symptom:
When applying an existing config to a device via 'copy <file> run', routing statements used in object tracking are not created. The same behavior is seen when the file is copied to either startup, or scheduled-config, and the device is reloaded. 'copy <file> start' , or 'copy <file> schedule' will trigger this on reload.
In the same way we may also lose the vrf membership for the 'ip sla' configuration.

Conditions:
The device has a blank configuration - ie, has just been issued a 'write erase' or minimal configuration
