Description (partial)

On an ASR903 or ASR920 head-end router, E1 controller corresponding to a CESoPSN circuit may continue to transmit AIS alarm even after the alarm condition has been cleared on the remote PE.

The E1 is configured with CESoPSN with "forward-alarm ais".
E1 on Remote CE is shut, resulting in AIS transmission over the E1 at the local head-end.
The CESoPSN VC is flapped.
E1 on remote CE is "no shut".
