Description (partial)

Symptom:
OCHCC circuit deleted if a node in the supporting trail path restart with a DB missing the trail configuraion.

Conditions:
A node in the TRAIL circuit path restart with a DB without the circuit in the configuration (e.g. restore of an older DB or DB corrupted).

In this scenario, the TRAIL could be temporarily deleted in the downstream nodes to be re-activated as soon as the end-to-end signaling is re-established; but the deletion of the Trail in the tail node triggers a preempt of the supporting OCHCC that, in turns, deactivate the supporting TRAIL in the head node.
