Description (partial)

Symptom:
If you make a workgroup called "TEST" for example, and then make a resource called "TEST1234" to be owned by "TEST" and then you delete the workgroup "TEST" it will not warn you that resources already exist owned by that workgroup.  It will for everything else (events, actions, jobs, variables).

Conditions:
Deleting a workgroup that is the owner of a resource.
