Description (partial)

In some scenario, a connection from WSA to external ICAP server can hang and linger forever. When the number of hanging connections to ICAP server reaches the maximum configured on WSA, WSA will not create new connections to the ICAP server. This makes external DLP stop working.

(1) The transaction is using SSL and client reconnect.
(2) The connection to ICAP server fails in the first place, and 
(3) The retry of connecting to ICAP becomes successful
