Symptom:
Swift GET operations return a 503 service unavailable when using the X-Transfer-Rate extension implemented by COS.

Conditions:
The X-Transfer-Rate HTTP extension allows for a client to request transfer at committed rate using the Swift API.  The committed rate request results in a bandwidth reservation.  The amount of bandwidth available for reservation on a single COS node is currently limited to roughly 20Gbps, regardless of the number of 10G network interfaces on the COS node.
