Description (partial)

Symptom:
CAP1530 not forward, send packets to wired side after bootup.
During the issue, AP can receive CDP packets from uplink switch, but not sends CDP packet to wired side.
This issue causes CAP1530 Root Bridge won't forward traffic from Non-Root Bridge to wired side.
The frequency of this issue is about 10-20% after AP reload.

Conditions:
CAP1530 is connected to a FastEthernet port.
