Description (partial)
Symptom: In a FEX setup, if fex configs are removed and corresponding Port channels are removed, then the TestUnusedportloopback diagnostic test fails on ports which were RSL links earlier. If the test fails on the ports from each port asic of the linecard / supervisor 10 consecutive times, then the module / supervisor will reload. Conditions: After removing FEX configs, and also removing the portchannels, the RSL links will still have the config 'switchport mode fex-fabric' on it and it will be in shutdown mode. In this scenario, the TestUnsedportloopback fails on these ports only.
