Description (partial)

Symptom:
the source address of snmp packets is not virtual address despite "ipv4 virtual address use-as-src-addr" is configured and "snmp-server trap-source" is not configured.

Conditions:
In order to see the issue, configure/remove "snmp-server trap-source", then configure management addresses and ipv4 virtual config.
