Symptom:
The license state flip-flops between "Active, not in use" and "Active, in use" after each reload.

See this on ISO(version 15.3(1)T, 15.2(1)T1, 152.(1)T4), 15.5(1)T.  To reproduce the behavior, 

If  you have other cisco2911 routers waited for about 10 minutes as below, you also could reproduce the license issue.
