Description (partial)

Symptom:
When trying to configure the card mode to RGN-100G on a pair of 100G-LC-C cards, CPO causes a fatal crash to the TSC card forcing the node to reboot.

The problem has been observed setting the card mode in these two scenarios:

 - slot 2 100G-LC-C / slot 3 100G-LC-C
 - slot 2 100G-LC-C / slot 3 100G-CK-C
 
The error logs from Java Console and TSC dump are available attached to the bug.

The problem does not appear when setting the card mode to TXP-100G.

NE type - ONS15454 SDH
Version - 10.3
