Description (partial)

Symptom:

Users retrieving the values of the following MIB OIDs will see the reported value in seconds rather than the MIB defined '0.01 second units'

mefSoamDmCurrentStatsElapsedTime
mefSoamDmHistoryStatsElapsedTime
mefSoamLmCurrentStatsElapsedTime
mefSoamLmHistoryStatsElapsedTime

So, for an elapsed time of 1 minute, the user will see a value of '60' rather than '6000'

Conditions:

This issue affects IOS XR implementations of the MEF-SOAM-PM-MIB from release 5.2.0 to release 5.3.0 inclusive.
