Symptom:
NTP synchronization does not occur once clock is set manually to old date or configure clock timezone then reload.

Conditions:
- If clock is set manually after bootup, NTP synchronization never occurs and the clock date/time stays as set by the user manually.
- Configure clock timezone then reload
