Description (partial)

Symptom:
When you create BGP timer policy and attach it to the VRF (private network), all the Layer 3 external networks under this VRF will reset the timer values to the created timer policy. However, on deleting the timer policy, the BGP timer value should get reset to default values for all the Layer 3 external networks under this VRF. This does not happen for some of the Layer 3 external networks, and they hold on to the deleted BGP policy timer value.

Conditions:
Some of the Nodes will hold on to stale BGP timer value on deleting the BGP timer policy.
