Description (partial)

Symptom:
The static rule isn't inherited from the dynamic rule.

Conditions:
1) Configure inheritance in one rulebase rb1
	rulebase rb1
	..
	charging-action-override custom1 
	
2) Configure inheritance in other rulebase rb2 with exclude rule qci3 (qci3 is a static rule)
	rulebase rb2
	..
	charging-action-override custom1 exclude-rule qci3
	
3) Make a PGW call with apn apn.com
    apn config ##
    apn apn.com
    ..
    active-charging rulebase rb2  >>>>>

4)Send rulebase rb1 in CCA-I from PCRF

5)After the successful setup of PGW call,send data on static rule qci3 present in rulebase rb1
  >>>>> qci3 is not inheriting the properties of dynamic rule
