Description (partial)

1)The user ?india_C_admin? is synced from LDAP to CUCDM at the Provider level with ?stbSelfService? role. 
2)Then the user ?india_C_admin? is assigned ?stbProviderAdministrator? Role and click on Save. Once the job is successful the HCMF would trigger a job for provisioning the user in PCA. 
3)When we go to PCA Administration  User Management page we can see that the user ?india_C_admin? shows an empty column for Customer(s)

When a user is created from NBI and assigned "ALL-CUSTOMERS" , then the customer column shows empty instead of all customers.
