Symptom:
PfRV3 Hub Border router reports huge memory allocation error message like following "%SYS-2-MALLOCFAIL: Memory allocation of 36103520260 bytes failed from 0x7F868655A158, alignment 8
Pool: Processor  Free: 1934368712  Cause: Memory fragmentation
Alternate Pool: None  Free: 0  Cause: No Alternate pool

Conditions:
PfRv3 Hub Site MC/BR co-exist with mixed release version between XE314 and XE315  image, for example, Hub MC, IOS-XE 3.15.0S, and BR with IOS-XE 3.14.0S.
