Symptom:
No effect on failure on setting Detect Unified CM Connection Failure

Conditions:
Detect Unified CM Connection Failure
1)Go to CUCM, set the the parameter "Detect Unified CM Connection Failure" to "Delayed".
2)Shut down the primary CUCM. Observe time taken for detecting connection failure and failover to secondary CUCM/SRST
3)When the "Detect Unified CM Connection Failure" is set to "Delayed", detection of a Unified CM connection failover should occur approximately four times slower than Normal but this is not happening and that is the bug.
