Description (partial)

PCA dosen't give ESXHostDown alarm when the blade(ESX Server) goes down for the second time

1.The B series blade (ESX Host) goes down for the first time
2.PCA gives the corelation alarm of "ESXHostDown" for the first time
3.Then B series blade (ESX Host) comes up
4.PCA shows the event that ESX host has come up
5.The B series blade goes down for the second time

This time the PCA dosen't show  the fresh "ESX Host Down" alarm although PCA gives a fresh event of blade going down, thereby use is not notified of the condition.

To recreate follow the below steps.

1)Manage ESX in PCA 10.5.1
1)Make the B series blade down and and then up.
2)Now Make the B-series blade down for the second time
