Cisco Bug: CSCus66293 - Provisioning Manager cannot Delete users synched from LDAP

Description (partial)

Symptom:
In order t delete an LDAP Synched user is to access CUCM and convert the LDAP user to a "Local user"

Checkbox - "Convert LDAP Synchronized User to Local User"

This defeats the purpose of using Provisioning Manager
