Unable to determine which SIP normalization script is the newest when comparing the built in script on CUCM to the same script available on

CUCM does not have version tracking for SIP normalization scripts at this time.  Use the install date of your current CUCM version base a baseline for determining if the same SIP normalization script on is newer or not.  If this method does not work, open a TAC service request to determine which SIP normalization script is the newest.
