Description (partial)

When VPLS bridge-domain has BD level MAC limit configured, MAC move does not happen when the BD mac count reaches the limit, thus the MAC table still have the MAC entry with old port.  This will lead to traffic destination to that MAC address be sent to wrong port or blackholed.

All these conditions must be met for the problem to show  up:
1) VPLS bridge-domain has BD level MAC limit configured.
2) the total MACs in the BD has reach the configured mac limit
3) traffic is arriving on a different port in the bridge-domain
