sessmgr task failure observed when Bearer Resource Command is rejected

This issue is seen  when a BRC is rejected and retry happens because of temporary failure configuration. This is applicable for PGW/SAEGW services. Following is the scenario

1) BRCmd received for CREATE_BEARER for qci=6
2) CCR-U send to PCRF with qci 6 for CREATE_BEARER
3) PCRF respond with CCA-U with qci=7
4) SM send BRC reject for qci=6
5) After sending BRC reject we don't not reset pti.value field
6) We try to send Create Bearer for qci=7. 
7) Inconsistent values are copied and stored as the PTI value was not reset.
7) After temp failure timer expiry we send CreateBearerReq with PTI and pgw driver will cause the sessmgr task restart
