Description (partial)

Symptom:
SNMP walk stops and gives the below error

>/opt/cisco-net-snmp/bin/snmpwalk -v3 -u bestcool -l authPriv -a MD5 -A psdnnet! -x DES -X psdnnet! 10.47.3.29 
         snmpwalk: Timeout (plaintext scopedPDU header type 00: s/b 30)

Issue is not reproducible in lab.

Packet capture shows huge msgAuthoritativeEngineTime value in the report packets from the node.

Conditions:
2015-11-02 11:43:24 [error] The msgAuthoritativeEngineTime value -4340263 is out of range (0..2147483647) during discovery
2015-11-02 11:43:24 [error] Unable to establish session

The msgAuthoritativeEngineTime value is a huge number when its just supposed to be in 0-1 range.
