Symptom: Csv files of Group template and Participants templates of Blast Dial are garbled in some Locales. - Exact steps to recreate/generate the problem (example of Japanese); 1. Login to a user's web page. 2. Go to My Account page. 3. Change Web Page Preferences > Language to Japanese. And Save. 4. Click Group template and Participants template and download the csv files. 5. Open the csv files. Then you see the characters are garbled. The characters code is not UTF-8 but some 8bit characters-set. Conditions: Affected: Japanese, Russian, Chinese (both), Korea, Spanish and latin Spanish (some characters) Not affected: English, Italian, France, Portugal, Netherlands, Deutsch.
