Description (partial)

Symptom:
MAP(s) are leaving the WLC and coming back to it when they are in then 1 minutes DFS silent / scan mode and Channel Switch announcement is enabled.

The MAP(s) should pause all CAPWAP related activity when a DFS is triggered and channel is switched to another channel until the 1 minute listening is over.

In case there was CAPWAP keep alive or any other control / data plane CAPWAP transmission during this event, it should be paused and CAPWAP tunnel should not be terminated.

Conditions:
DFS triggered.
Sector changing channels.
DFS 1 minute scan in race condition with CAPWAP plane declaring WLC as unrechable and triggering MAP rejoin
