Conditions:
The scenario is:
(1) Roaming subscriber attempts to Attach with MME
(2) MME send create session request to SGW with PDN type IPV4V6 (HSS subscription)
(3) MME receives  create session response with cause ?#83 ?Preferred PDN type not supported? in bearer cause. (IPV4 address allocated, IPV6 address not allocated)
     MME incorrectly treats this as failure and marks the default bearer to be deleted, but continues to send SGs Location Update Request.
(4) Upon receiving SGs Location Update Response ? MME attempts to send Attach Accept to UE ? at this point ASSERT is hit when populating Initial Context Setup Request (No bearers to fill)
