Description (partial)

Symptom:
You may see call home messages fail to generate due to this defect and high MTS buffers for the callhome process.

Smart Call Home will register successfully but messages are not generated and/or test inventory is not sent. 

Call Home messages are not sent.

Conditions:
All processes appear to be functioning correctly, however Call Home messages are not generated.
