Description (partial)

Symptom:
Not enough information is logged to determine the cause of a certain type of unexpected switch reload. This defect refers to reloads where the following reason and service are logged in the show system reset-reason for the event:

        Reason: Reset triggered due to HA policy of Reset
        Service: syslogd hap reset

The following type of syslog message is also logged at the time of the reload:

  %SYSMGR-2-PSS2_VOLATILE_DB_FULL: Volatile database usage in kernel is unexpectedly high at 99%.

Conditions:
This issue only occurs if one of the internal filesystems is unexpectedly full which is an unusual condition.
