Description (partial)

Symptom:
When executing a fast-reload upgrade without the "save-config" option, the boot variables are not saved which can cause confusion due to the boot variables not being saved to the startup-config. The fast-reload command should be enhanced to save the boot variables to the startup-config by default without requiring the "save-config" option.
