Symptom:
Standby PRE reload due to config sync failure.

Jan 19 14:15:08.038 CST: %REDUNDANCY-3-STANDBY_LOST: Standby processor fault (PEER_DOWN)

Conditions:
1. When doing configure replace.
2. New configure has 'banner motd' configured and banner string is less than 256 characters.
