Description (partial)

As a recap, when we have high rates of output drops on our interface, we see LDP packets will intermittently be dropped.  Though the EXP bit is set to 6, and the dscp is set to CS6, there are no drops seen in the queue that these packets should be going to:
Packets dropped on Transmit:
    BPDU packets:  0

    queue              dropped  [cos-map]

    2                        0  [1 2 ]
    3                        0  [3 4 6 7 ]
    4                        0  [5 ]

I also do not see OSPF affected, so it seems like it is only LDP that is affected.
