Symptom:
Error thrown when Src to Tgt Transparent Container length is >1048 bytes

Conditions:
In PR CSCum21017, egtpc code is modified to allow the maximum value of IE length to 2048 bytes for both IE, Target to source Transparent Container IE and Source to Target Transparent Container IE.
But container lengths >1048 bytes is not being accepted for Source to Target Transparent Container IE. mme-app throws the following error. This works fine for Target to source Transparent Container.
