Description (partial)

Symptom:
This is an enhancement request in which customer would like to have that option disabled even in HD mode as well.

Conditions:
Currently MCU series had video bit rate optimization enabled by default on HD mode which cannot be disabled and the option is greyed out. 
MCU send tmmbr signal to the endpoint to reduce the bandwidth if high bandwidth is not needed for small panes participants. Some endpoints negotiates and reduces the frame rate instead of reducing the resolution along with the bandwidth.
If the video bit rate optimization option is disabled even in HD mode, the bandwidth would not be reduced.
