Symptom:
OEAP: Client fail to auth after upgrade; reboot AP client auth fine

Conditions:
After SW upgrades, that when he attempts to use the OEAP connection it always fails to complete 802.1x auth, but when manually rebooting(power-reset) then AP joins back
