Description (partial)

Symptom:
The current implementation is that 
Qos MIB will query QoS PD for the stats of the member which is shut. PD will
return NULL and this is relayed back from MIB to NMS which displays ?No Such instance?. In
this case,
which is expected. For successive queries on the same interface, the request goes all the
way down to PD as mentioned above. That is the additional overhead compared to a 
successful
return which will be cached.

This leads to delay in SNMP poll response times and hence need a  way to optimize this is by checking for the state of the member interface before relaying the request to the PD.
