Symptom:
PSTN ---- GW --(H.323)-- CUCM --(SIP)-- Conductor --(SIP)-- TPS

CUCM SW MTP is allocated using "pass-through" codec due to DTMF mismatch but PSTN callers cannot join PIN protected conferences hosted on TPS since the DTMF sent by the CUCM/MTP is not detected by the TPS, this is due to the DTMF packets from CUCM/MTP not conforming to RFC standards related to the marker bit.

Conditions:
CUCM S/W MTP allocated for calls to TPS (and in default mode of pass-through)
