Description (partial)

Symptom:
1. No C type Files are created even if the Cell trace message has reached the MME .
2. The session trace stats doesn't record and file activity.

Conditions:
Run the cell Trace before the attach procedure is completed.  The Cell trace must hit the MME at an intermediate state , where the attach is not yet successfully completed
