Symptom:
saved report filter does not display during report edit

Conditions:
See screenshot.  If you create an ad hoc report using a filter, such as interfaces:capacity>100000, this filter will not display when the report is later edited.  This makes editing difficult, as at no other place do we show the filter details.  The report summary merely states: "From Explore : (All Objects)".  This may be a UI problem, as the UI clearly remembers the filter, as seen in the following API call to bring up the explorer:

This worked in 5.4, fails in 6.0 & 6.1.  Not a recent regression.  There is no easy workaround, hence the moderate rating.
