Description (partial)

Symptom:
The phone is unable to register after LSC are removed and the configuration was encrypted before. This happens only on ipv6 phones 78xx/88xx series with CUCM 10.5.
Also can be seen across 8.6 to 10.5 when trying to register phone in ipv6 after LSC is removed and configuration was encrypted

The phone is unable to register back and shows the following error in the status messages: 

LSC: Connection failed

Conditions:
Delete the LSC on 78xx/88xx series phone with CUCM 10.5
