Description (partial)

Symptom:
B440 M1 servers take more than an hour to complete the host firmware upgrade

Conditions:
- Upgrading 4-5 servers at the same time and using the host firmware package to upgrade
- FSM tab would show that the server is stuck with the error - no connection to MC endpoint
- 'show fsm status expand' from the CLI would show that it is retrying at the 'AssociatePreSanitize' stage:
