Description (partial)

Symptom:
When an endpoint calls into the Cisco TelePresence MCU using SIP, no video is sent by the MCU, but audio is. The MCU may fail to send video and show messages in the event log of the form: 

"failed to allocate encoders for new view".

Conditions:
Cisco TelePresence MCU 8510/5310/5320 running software version 4.5(1.55) in SD and nHD mode, and endpoint sends SDP with a=recvonly for video (this normally happens if a camera has not been configured on the endpoint, such that it will make "one way/incoming video" calls).
