Description (partial)

Symptom:
Piggybacked message received from MME on Cisco SGW ingress interface is forwarded to PGW as separate messages. Hence PGW should handle two separate messages instead of one piggybacked message.

Conditions:
The issue is seen for the following scenario.
At SGW even when (MBReq. + CBResp.) piggybacked message is received, SGW does not send these 2 messages as piggybacked to PGW. Instead SGW sends as 2 separate messages.
