Description (partial)

Symptom:
With about 300 access points or more and 4000 users.
CPU constantly shows as follows,

Core 0: CPU utilization for five seconds: 85%; one minute: 43%; five minutes: 36%
Core 1: CPU utilization for five seconds: 87%; one minute: 60%; five minutes: 52%
Core 2: CPU utilization for five seconds: 62%; one minute: 46%; five minutes: 45%
Core 3: CPU utilization for five seconds: 92%; one minute: 55%; five minutes: 58%

FFM process will be the top CPU consumer.

Conditions:
WLAN in use is open, the only security is an ACL configured to restrict access to internal network resources.
Same ACL, same configuration and same users work  fine on a 5508 WLC.
The issue has seen on 3.3.3SE up to 3.3.5SE as well as 3.6
