Description (partial)

Symptom:
When the 1702 AP is powered using a source that provides 802.3af max power (15.4 watts), it displays an insufficient power error (seen with 'show controllers' or on the home screen of the Web GUI). Data sheet says the AP draws 15 watts of power.
