Symptom:
When performing shut/no shut commands for Bundle-Ether interfaces on ASR9K devices sometimes the development of 'LAG down/up' or 'LAG link down/up' alarms takes an hour or even more. The inventory of the LAG group shows state as 'down', but on the device the state is 'up'.

Conditions:
ASR9K, configuration of LACP groups, shutting down/up Bundle-Ether interfaces
