Description (partial)

the router cannot transmit bgp packets with increasing DROP_IPV4_NEXT_HOP_DOWN.
Finaly, bgp peer went down due to hold timer expiry.
After that, bgp session re-establishes automatically several tens of seconds later.

bgp session is established via GRE tunnel on asr9k running BGP NSR.
