Order is not submitted, instead the screen having missing mandatory attributes message is shown, via UI and batch

The service template do not have mandatory attributes: Phone Idle timeout, Recording Tone Local Volume, Recording Tone Remote Volume. These are reproduced in Cisco 7841.
This can happen when Call Manager is migrated to a version where these attributes are not mandatory to a version where these attributes are mandatory.
In such scenario the service template remains same in PCP and only the Call manager version is changed.

This can also be reproduced by manually deleting those mandatory attributes from the Service Templates directly from IM
