Cisco Bug: CSCus38864 - CCAAgent doesn't start discovery even after agent detects network change

Description (partial)

Symptom:
The problem was discovered when client was using MAC OSX (10.9), the CCA Agent 4.9.4.3 and ISE 1.2 patch 6.
First MAC OS authenticates and postures on the WLAN, the CCA Agent is logged in user has full access to the network at this point.
Then the user leaves the WLAN connected but also connects a wired cable.
The NAC Agent remains logged in but the user is not postured on the wired cable. All routing on the MAC has changed to the wired interface, connections to internal resources fails. The user is being redirected to the client provisioning portal.

On Windows customer doesn't  have this issue and if the user is connected to the Wireless network they can connect to the wire and are re-postured.

During performing test we noticed that client is able to be postured after switching from wireless to wired, but it takes a long time to complete 10 - 12 minutes.

Conditions:
The problem is seen only when client is postured first over wireless connection, then connects over wired.
